How to choose the right size
Memory is usually the first limit a VPS runs into, so start from RAM. A small website or VPN runs on 1 to 2 GB, most single applications are comfortable on 4 GB, and 8 GB or more lets you run several projects or a game server. You can upgrade later at almost every provider, so don't overbuy.
The cheapest plan is not always the best deal. Compare the vCPU count, storage type (NVMe is faster than SSD) and bandwidth too, and look at the renewal price if the provider has an introductory offer.
