- No minimum server size. Workers = (#CPU × 2) + 1, and 1 worker serves about 6 concurrent users. A light worker uses about 150 MB of RAM and a heavy worker about 1 GB, with 20% of requests heavy.

- Example: a server with 4 CPUs and 8 threads, 60 concurrent users, 9 workers (8 plus 1 for cron), about 3 GB of RAM for Odoo.

How to size a VPS for Odoo
Odoo doesn't publish a minimum server size. Its deployment docs give a formula instead: (CPU cores × 2) + 1 workers, about 6 concurrent users per worker, and roughly 150 MB for a light worker and 1 GB for a heavy one, assuming 20% of requests are heavy.
Odoo's own example is a server with 4 CPUs and 8 threads serving 60 concurrent users: 8 workers plus 1 for cron, which works out to about 3 GB of RAM for Odoo alone. PostgreSQL usually runs on the same VPS and needs memory on top.
On a 2-core plan the formula gives 5 workers and about 1.6 GB for Odoo, which is why we start at 4 GB (our estimate). Odoo's multi-worker mode isn't available on Windows, so a Linux VPS is the natural home for it.
Our recommendation: 4 vCPU and 8 GB RAM for about 60 concurrent users: Odoo's own example puts Odoo at about 3 GB, plus PostgreSQL.
